Definitions

I would classify anything which involves a "technical" nature or relays relevant, factual information to a user as being a technical document. Help manuals and the index to a book would be good examples.

A policy are general rules which people follow in a work environment or other similar environment where policies are needed in order to maintain a certain atmosphere. A procedure on the other hand is a more in depth solution to a policy which may clarify the steps needed in order to follow the policy. Procedures may also simply involve following steps to reach a solution.

My experience with technical documents involves memos received at work and some web sites I use as well. The Sprint web site would be a good example because the information is factual information displayed in a useful information.
